NO! It is a TOTALLY normal bodily function - just as any other urge your body has! ALL mammals "self touch" it is NOT mentioned anywhere in the bible! Babies inutero - inside the moms belly - touch themselves, as do babies, toddlers, teens, adults, seniors! It is not really a sexual thing, it is moreso from settling our bodies! Such as children grabbing themselves when they are frightened etc. It IS however a VERY private thing. Just know in your heart and mind that you are COMPLETELY NORMAL and only you need to know about it! IF someone starts spouting off to you that it's evil etc. just think to yourself "I wonder how many times a day they do it?" ;-) Hope this helps!
