You know - unfortunately both may be the case... I would think a lot depends on your age though - like anything else having to do with sex. If you haven't done anything in a week - the orgasm is likely to be stronger for you which is pretty awesome. But (and especially the younger you are) it does make you more sensitive - and more likely to have an orgasm faster - if it has been a bit of time since you had one last.
I would say if you are used to masturbating every day - or several times a day - and just don't for a week or so, you will probably get to the point of orgasm pretty quick - but it will be a more powerful one than you are used to.
