labia nhs surgery

hi, im 23 and i have always had an oversized labia since i can remember and it seems to get bigger. it prevents me wearing bathing costumes/bikinis or tight clothing and can be a pain during sex. it hangs out of my vagina and i feel so embarrased and after years of wanting to do something about it ive decided i would have surgery but canot afford it. how would i go about getting it on the nhs? would i need to see my doctor or nurse? please help as i have no idea where to start with this. :-(
