I'm 15 yrs old I've been masrbating for a few years now and about halfway down my pecker the "line" thing splits apart then goes back to geather further down the shaft. The area where its split exposes skin that's didfrent from the rest. Its softer, gets cold easily, and sometimes hurts. Any help is welcomed.

From your description you are cirumcised. That "area" is where the foreskin was removed, it's a scar.
The line is normal, it's called a raphe line.
