Is this a vein?  If so they can run in any direction.

If it's your raphe line, it can happen to a normal penis.  It can also indicate a hypospadia.  In a recent study, 13.8 percent of males with normal penises have deviations to the raphe line while 88 percent of males with hypospadias have deviations.

Is your penis "normal" in other respects?
