Where are you?
I was born in the US at a time when it common for boys to be circumcised at birth.
I wasn't. My father wasn't. When the doctor asked her if she wanted me circumcised she said you're not cutting anything off my baby boy. Probably more of the guys I grew up with were cut, but there were still many of us who weren't. I don't ever remember any of the guys in school commenting on the difference, we just knew about it and accepted it. I can't imagine ALL the other guys are missing their foreskins. Foreskins come in all different lengths. Mine covers my glans completely even when erect. It pulls back easily but it won't stay there. I would have to swim with one hand holding it to keep it back.

I think you are stressing about something that, as your doctor says, is NORMAL.

There are times when the skin is too tight to retract which makes it hard to keep clean. But if you can pull it back all the way and expose the glans then it doesn't sound like a problem. I was born in the 50's. I consider myself uncircumsizes, I have forskin that covers the head and usually retract when I get erect. they snipped off just the very end. That is may be why you are seeing them partially exposed. You can always get circumsized, but I hear it is painfull for an adult. You could request it in the Army and you got 3 days off duty. So some had it done just for the time off.I would never want to loose mine.

Everyone is an individual and not to worry what others do and look like.>I sure wish I had my foreskin and tighter means it is more sensitive and moer pleasureable, especially compared to a cut penis.

All you need to do is work the foreskin a little each day especially in a warm bath.Even if it remains tight, never worry.SOmeone will appreciate it, love it and pleasure it for you

Your foreskin is designed to cover and protect the glans. That is why it is there. It sounds as though you are blessed with a long and ample foreskin.

Perhaps the men you saw when you went swimming were circumcised and did not have a foreskin to cover their glans.

Will your foreskin stay back by itself if you retract it?

One of the purposes of the foreskin is to protect the glans from sunburn--very helpful if you are swimming nude in the sun. You may have noticed that your outer foreskin is darker that the rest of your shaft. It's like a higher SPF number.

You are blessed with an erogenous, highly-innervated, protective foreskin. Many unforeskinned guys would envy your foreskin. You display great wisdom in wanting to avoid a harmful, injurious and painful circumcision. Do not be worried. It is normal for the foreskin to cover and protect the head.
The foreskin is a complex double-layered structure composed of smooth muscle fiber, skin, mucosa, nerves, arteries, and veins. It is natural, normal, healthy, and its possession contributes to a sense of well-being. The foreskin has protective, sensory, sexual, and immunological functions. It is loaded with nerves and is the site of most of the penile sensation. The foreskin is a “specific erogenous zone.” The foreskin is essential for normal intercourse. Foreskin provides the additional skin needed to allow for penile expansion during erection. Amputation of the foreskin, which is an integral and important part of the penis, has very significant adverse sexual and emotional effects.
Nature put the foreskin there for at least fourteen reasons:

1. to cover and bond with the synechia so as to permit the development of the mucosal surface of the glans and inner foreskin.
2. to protect the infant's glans from feces and ammonia in diapers.
3. To protect against disease causing pathogens.
4. to protect the glans penis from friction and abrasion throughout life.
5. to keep the glans moisturized and soft with emollient oils.
6. to lubricate the glans.
7. to coat the glans with a waxy protective substance.
8. to provide sufficient skin to cover an erection by unfolding.
9. to provide an aid to masturbation and foreplay.
10. to serve as an aid to penetration.
11. to reduce friction and chafing during intercourse.
12. to serve as erogenous tissue because of its rich supply of erogenous receptors.
13. to contact and stimulate the G-spot of the female partner.
14. to produce pheromones to excite the female sexual partner.

It is normal to keep the foreskin forward over the head for protection.
