Why would a doctor choose to do posterior cervical discectomy rather than anterior cervical discectomy when the pain levels are much lower and there is a shorter hospital stay with the latter.

Because if you go in through the front it requires a fusion being done in order to "fix" the problem.  Going in from the back allows the surgeon to just remove the herniation, but leave the remaining disc in place (ie no fusion).   Depends on who you ask, but I'd prefer to avoid a fusion at all costs....
