At 17 it would be normal for most of the changes to your body to have occured. Do you have pubic hair and hair under your arms. If so, it would appear that you are going through puberty OK. If you have no signs of entering puberty, it would be sensible to make an appointment to see your doctor. Treatment can be ery simple, with hormone tablets presribed to increase the levels of testosterone in your body. Hope this helps Regards, John.

I agree that a trip to a doctor would be advisable. And I would do so even if you have hair grown under the arms and pubic hair.

If your penis is truly undeveloped, you will want to be evaluated by the doctor. The treatment could be very simple, as above.

However, I assume that you also have not been experiencing wet dreams or emissions or masturbation, right? If not, that's another point in favor of being evaluated.

If you have those experiences, then you probably do not need anything further.

Let us know how this turns out for you.
Good luck.
