I recently turned 17 I have had no penis growth whatsoever from past years. I have little pubic hair under my arms, facial hair, and on my balls, I can ejaculate but my penis hasn't grown. Is there something wrong or shouls i just wait it out?

Im 16 turning 17 in 3 months and my penis is small. I havent grown in so long in height or penis size. My penis flaccid is 2 inches with about 1.5 inches in girth. Erect im about 4 inches and 2 inches in girth. I currently swim to to lose weight and get in shape.
