If the breakage happened within the last 72 hours, there is still time to run to your local pharmacy and pick up the I-pill or PLAN B. If not, really all you can do is wait till your next period. If you miss it, it's time to get a test. This has personally happened to me and my girlfriend on several occasions. I am still childless.

Advice: I tend to like using: "Trojan SPERMICIDAL-lubricated condoms."
It's like having two protections in one for these special situations.
Not to mention I've only ever had 1 of these condoms break on me.

She can't get plan b unless she is 18 or older.
Stop and think of when you had your last period and try to remember the first day it started.

Also true, but then again without an age stated I really only had the name to go off of. So stating the above again, Yes you need to be 18 or older to get it... Unless you can see a doctor and get it prescribed.
