It depends upon how bad the tear is. A torn frenulum will bleed heavily, there are lots of blood vessels there and the skin is thin. It will heal, eventually, you just need to leave it alone for a while.
You may find that it heals and is tighter than it is now, so more likely to tear again.
A urologist can answer your questions the best during an exam. If necessary, a procedure called a "frenulectomy" can help "loosen" it.

You'll be OK, it will heal. I tore mine several times having sex.
What I learned was the first time it happened I let it heal without doing anything to it and it was just as short as before. The naxt time I kept the ends from going back together by putting some toilet paper in there. When it healed it was a little longer and my foreskin could go back more before pulling on it. It tore a couple more times and each time I inserted TP to keep it from healing back together.
Now I can pull my foreskin back all the way without any pulling on the frenulum and it's wonderful. I can tug it down to stretch the inner foreskin while masturbating, that feels amazing. I like to hold it back tight and dry rub the whole shaft and head pulling back on it just hard enough to stretch the inner foreskin on some strokes.
So pull it back to open the tear and wrap it with something like TP or maybe a bandaid. It's worth the little extra pain to have a foreskin that can be pulled back later without pain.
