Probably. The i-pill is quite effective (95%). But you haven't given any details about when this happened in your cycle.

If you have PCOD/PCOS your periods would probably be irregular. Also, you haven't said what treatment you are on for this. While taking the i-pill often induces withdrawal bleeding within 7 days, with PCOD this is not always the case. Indeed, after taking the i-pill, your subsequent periods may arrive early or late, or even one can be missed. But, without treatment for PCOS, it is sometimes difficult to get pregnant or maintain pregnancy.
You have taken the i-pill twice in two weeks, and this is far from ideal! The i-pill is for emergency use, not a general contraception. Furthermore, it is not recommended for under 25s.

If your sex was within 2 hours of EC, then you would probably be OK. But you can only get pregnant at a fertile time.

It is probably too early for a negative test result to be reliable. But you need to give actual dates as well. There is not enough information to give robust advice. Your period is your menstrual flow (often for 5 days), and your cycle is the length of time from the start of one period to the start of another (often 28 days).

2. Took the pill on 18th an I Pill.
3. The next period started on 25th Feb and ended on 28th Feb (4days)
4. I had a flow like a normal period which lasted for 4 days. (My usual periods also last for four days)
5. 14th march. My date as per the new cycle because of taking the pill would have been 24th march.

Your cycles are quite irregular.
- 08/11/2016 to 09/12/2016 = 31 days
- 09/12/2016 to 13/01/2017 = 35 days
- 13/01/2017 to 08/02/2017 = 26 days
So rather than 29-31 days, your cycle length is anywhere between 26 and 35 days. The average is about 31 days.
If your next cycle were to have been 26 days, 15th Feb might have been a fertile day; any longer, it probably wasn't. However, you took EC pill, and, although taken rather late, the withdrawal bleeding indicates it probably was effective.
If 14th March were to have been a fertile day, then your period would not be expected until at least 28th March (a week away). That would indicate a cycle of 31 days. Implantation would probably not have occurred yet anyway, so a negative test result would not be reliable. A positive test result today would indicate you were pregnant previously.
Taking EC can affect your cycle, and you have taken two doses in 24 days. Future periods may arrive a week earlier or later than otherwise expected.
I would not rely on a negative test result taken before 3rd April (as long as you don't have sex again before then).
