How often is small intestine atresia occurring in babies?

I read that small intestinal atresia can be diagnosed in babies at times, and that made me think. How often does small intestinal atresia already occur in newborns, as opposed to developing later in life? Was the small intestinal atresia that was diagnosed years later already present at birth, or does it actually develop later on?
