It is fairly common for young children to masturbate. Society finds this inapropriate in public so it is important to point out to your child that, just like nose picking, it is not something we do around aother people.
At the same time it is important not to make your child feel that the act of masterbation itself is wrong. Perhaps saying something like: "Masturbation feels good doesn't it? But that is something people do in private - I'd prefer it if you went into your room to do that." If the behaviour persists treat it as you would any other socially inappropaite behaviour.

This is really a big problem for parents. And it can be embarrassing when you are out or have guests come to your house. Now you have to understand that she doesn’t understand what she is doping. She just knows that this is making her feel good. The thing is that this is usually just a temporary phase. You could try to talk to her about this and tell her that this is not a good thing, and don’t just say it once. This is ongoing process and you have to be patient with her. Also don’t punish her for this, try to make her stop this on her own free will.
