I have 6 small bumps on the underside part of my penis. I am circumcised. The bumps are near the frenulum. Two on the left of the frenulum and four on the right. I'm 23, but they've been there for maybe 10 years? I'm not sure. I always thought they'd go away, but they haven't, so I wanted to know what they were. I'm not really worried though. They're very small but they don't bother me or itch or anything. they've just been there for a long time now. I will post a picture. I think that will help. the bumps are in the red circle. In the picture they look white, but when i get an erection, they are red. the colors are pink when i don't have an erection. Thank you!

so i think it's pearly penile papules. i just wasnt sure before because descriptions online said that PPP forms around the corona of the penis or sulcus. the sulcus is the groove all around the penis. am i correct? can anyone confirm this? so from the picture, can anyone confirm it is indeed pearly penile papules?

It sounds like it could be PPP. It is possible for PPP to form along the frenulum, although they are much more common along the rim of the corona. You may still want to have a medical professional check it out to put your mind at ease.
