Im 16 and i havent really fully developed. I barely got facial or chin hair, leg hair or arm or arm pit hair but i have pubic hair. And my penis is 3 inches flaccid and almost 6 inches erect, and it changes sizes... and i am wondering if its going to grow. Im 5'10.5 and i really just wanna know if ill grow because i feel small.

You're 16. No, you aren't fully developed.
But, your penis is larger than average for an adult male. Average is 5 - 5 1/2". It doesn't matter the flaccid size, that varies considerably. It's also normal for it to change size.
We all develop at different rates/times. You'll likely get "hairier" as time goes on. Many males don't develop all their body hair until in their 20's. Do NOT compare yourself to others.
