i have tiny spots on the top of my shaft underneath the fren

hello, i am 15 years old and i have these tiny skin coloured spots on the bottom of my shaft directly below my frenulum, i have a tight frenulum which untill recently disabled me from fully retracting my forskin, although it still is a little painful and moves back up again whilst masturbation. i can only describe these tiny spots as the size of a grain of flour to a grane of sugar, they are gathered in a group of about 50-100 in a cm2 area. they are not itchy or sore, they do not discharge any white products or bleed. they are just symply there and have been for about 1-2 years, slowley expanding. i do have a few spots at the base of my shaft and they do discharge a small amount of white solid/liquid but they are not regualar spots and so not disapear. i am worried that during sexual intercours that my frenulum with go back to its natural position over my head and ill have to retract it again, also, when i ejaculate, with my foreskin retracted my cum doesnt shoot out as expected, it cumms out of the penis and runs down the shaft. the underneath of my penis, at the top near the frenulum is tight and sometimes makes a "elastic band effect" blelow my head, kind of like if you had an elastic band round you arm, it gets a little tight, maby this is slowing the sperm as it cums up through the tube. when i have a flop you cannot see these spots and my forskin isnt tight.

i am very worried that these are too many problems for one penis and i am getting to the stage of having sex...(hopefully) and i dont mind seeing the doctor...
