With just turning 13 your size is not an issue you have lots of time ahead of you to grow and develop.
Having sex at your age would be a mistake with being 2.3 inches your not going to be able to find a condom that will fit you. Having unprotected sex is not worth the risk hopefully you and your girl will decide to wait until you are both older and able to get proper protection.
At 13 your not ready to be a father and she is not ready to be a mother waiting a few years will be something you both will be glad you did.
