Give yourself some time.  It can grow into your early 20's.

Some guys get big early and others later.

Don't compare yourself to others.  We all develop at different rates/times.

Your only 14 and you may be a bit of a late bloomer, not sure if you have started puberty yet but you most definitely have several years of growth and development ahead of you.
The 2 ¾ if that is the length flaccid is very comparable to most guys your age, if that is the erect measurement it is a bit under sized but nothing to worry about since you have lots of time to grow.
People come in all sizes and that includes the body parts some can be rather large and some can be pretty small compared to others.
We can’t predict what size we will be when we are done growing but we need to accept what we end up with. You could end up being bigger than many others or there is a chance that you will always be slightly undersized.
Try to be patient and enjoy what you have now.
A fulfilling and wonderful sex life is possible with a smaller penis maybe just not the best thing in the locker room.
Also there is always a downside to any drug use you may want to think about what using drugs at a young age can do to you.
Many people smoke weed with little to no negative effects for some they are not so lucky. Addiction, panic attacks, and even much more severe mental health issues can be triggered by drug use.
