People need to understand, sex is NOT a bad thing. Having a kid at such an age is, it can ruin your life completly. I think it depends on what type of parents you have, my mom would tell me it's perfectly fine, as long as I use protection. One time I heard her talking to one of her friends and she said, "It's better if he does it and I'm aware, than me not knowing because, honestly they're kids and they'll do it anyways."Those weren't her exact words, and it wasn't on this topic but, I think it still applies.

As far as having sex, it's probably illegal where you live so you have to decide for yourselves if it's worth the risk should you get caught. If you do get caught, the biggest risk is most likely what your parents would do not what the law will do. Someone's parents would most likely have to push it to get the law invloved.

Absolutely NOT. Sex isn't a bad thing at all. Just make sure you take precautions and don't get the girl preggers. I was 13ish when I started having sex with a much older guy. We kept it very discreet and he was very careful not to get me pregnant. I had great friends who covered for me and I had the best time with my guy. He had his own place so we had the privacy. I was turned on and very naive at the same time. He was very mature, experienced and made sure I came to no harm.
