Last night I almost had sex with my boyfriend, but he couldn't 'get it up'. After the fact, I'm kind of happy it didn't happen, because I'm not really sure I'm ready to sleep with him just yet. I really want to, though... Advice on telling him I'm fine with his non-performance?

By the reading of your posting, you should not have intercourse with him or any other male at this time, you need to feel better then great to have intercourse with some one of the opposite sex, because you never can go back afterwards, but if you thinking it is getting close to make this jump, then maybe it is also time to "go on the pill" and one other form birth control. See your family doctor, or a family planning clinic, and take him with you, so he learns more about birth control.
Advice is to tell him that you are not ready to have intercourse, because"It does not feel right to me at this time, but it will, and when I am ready, I hope you are there when it is." if he can't take this, then he is not the right person for you.
Now about sleeping with him, that is OK, and it makes time to learn how to have someone else in a bed with you-- now I am talking about sleeping and NOT having any sex, with clothes on, weather it is your PJ's or just panties & bra, it is a fun time to be with someone else, and wake up with them.
There is always masturbation, it is a form of sex, but with out all the other thinks to worry about.
PS PLEASE do get on some birth control before having intercourse for your frist time.
