Your balls HAVE dropped. You can feel both of them in your scrotum, right? It happens near birth.
3 1/2" is average for a 13 year old. You have pubic hair and are in puberty. You should be able to ejaculate soon. Many guys don't get pit hair until 15-16 or so. The voice can change any time.
Basically, DO NOT compare yourself to others. We are all different and develop at different rates/times.
