and have been on it for 1 1/2 months now and it still don't seam to be working .... Any suggestions it's very frustrating ? or does it take longer to kick in

Yes. I will assume that since your boyfriend has taken steroids for years and has not recovered from being off steroids after 4 months there is a good chance he has atrophied testicles. He just needs to feel the size to confirm this. I will also assume he did not take HCG or clomide to stimulate his testicles to produce Testosterone between cycles. If you and him want to have children his only option would be to go to a Urologist and get a testicular biopsy to see if there is viable testicular tissue to go the HCG route. What to do if children are not in the cards? He could try DHEA which is converted to testosterone naturally (small amounts) he can get this over the counter in the US at most drug stores. There is a plethora of data to suggest it works for both men and women. I have friends that swear by it. There is also the Herbal supplements that he can find on the internet and go to Pub Med or Google Scholar to check the research on certain supplements to cut through all the advertising hype. That will bring his test levels into the "high-normal" range or a little better, it will reduce his estrogen levels to reasonable levels and he'll feel great.
As a note, Clomid may or may not work depending on how bad his testicles are.... you may find he needs to also utilize a course of human chorionic gonadotropin for a while as well.
