If I use plan b when I really need it like emergencies and I have had quite a lot of them can I still be pregnant even if I took the pill and I cAme out negative 3 times on a pregnancy test ?

Yes it is possible for you to be pregnant.
Plan B is not as effective as daily birth control pills. Plan B is also not intended to be used as birth control, it's for EMERGENCIES, and is not intended to be taken multiple times in a cycle.
When testing, you need to wait at least 2, preferably 3, weeks after sex to test for best accuracy. False negatives are common testing early.
