When I was on a short trip to Chine last month, I noticed they have very modern hospitals and those who can afford it are all about modern medicine, and not Traditional Chinese Medicine. This made me question whether Traditional Chinese Medicine is in fact more popular in the west than it is in China, and if so, why would that be the case?

I am sure that China is full of a new class of people who have money and want to show that they are very much like people in the West. It must be those who largely opt for Western Medicine over Traditional Chinese Medicine. I saw lots of Traditional Chinese Medicine going on in China's rural areas though, and I am sure it is definitely not more popular in the West than it is in China!
