My son is 9 years old. His testicles are not visible outside the body. Though there is slight appearence of scortium, but presence of testicles not at all felt.

Certainly, at age 9, it is not too late for his development to happen naturally.

If you remain concerned, schedule an appointment with the family doctor and ask specifically about puberty development in boys. Let the doctor know in advance that's what you want to discuss. He may decide to do some advanced research, or refer you to another doctor with the right background or equipment to do a full investigation.

This may include an ultrasound, palpation (feeling), a visual inspection, and possibly some discussion with the boy's father.

In fact, I would recommend that you speak with the boy's father about when he personally developed and what he remembers of his adolesence and puberty (assuming you're the boy's mother here). If you're the father, you might ask your wife's brothers about when they developed as well.

As much family history of the onset of puberty would be helpful, and save time and effort before approaching the family doctor.
