Hey all im 18 and when i was about 15 i started puberty but it's as if it just stopped and i didn't carry on growing any hair and my penis hasn't grown since then.
The hair under my armpits and the few under my chin havn't changed since about 16 either.
Should i be concerned?

That's a tough one.
You indicated that you had SOME puberty changes... enough that you have secondary hair growth under the arms and a few under the chin.
At age 18, I would think that you are well beyond the point of being in puberty, but it is possible that something has arrested your development.
I would suggest an appointment with your family doctor to discuss this with a full physical examination. Your doctor can just more completely what to do. I'd also recommend that you speak with your father to see what his pattern of development was.
If he also was a "late bloomer" then I would be less concerned...
and, if possible he may want to accompany you to the doctor's visit, even if he waits outside for questions from the doctor. At age 18, you're entitled to some privacy or being treated as an adult, and depending on your relationship with your parents and who's paying for the visit, you may want his presence or absence when you go visit the doc.
Please come back and tell us what the doc concludes, and recommends.
There ARE treatments to "prompt" you along if you have not completed puberty.
