Ok so I'm almost 13 and uncircumcised. When I pull the foreskin back I see a little piece of skin attached to my head near the pee hole. I don't know if this is normal or not but someone please reply!

When you retract the foreskin, it is normal to see that piece of skin attached to the head of the penis.

The attachment you see is called the frenulum. It is normal and supposed to be there. The frenulum is highly innervated and serves to limit the retraction of the foreskin.
