Urgent: Unexplained Rash and Crawling/Irritation on genitals Head for over 2.5 Years.

Long story short, about 3 years ago I had unprotected intercourse for the first time...with a woman who happened to have tuberculosis. She gave me chlamyida, for which I took both doxycline AND doxycline (the doctor gave me both as I had symptoms before results came in). 

I remember the night I took the medication 3 yrs ago, I had incredibly weird tingling sensation around my scrotum. It was almost like I could feel hundreds of bugs moving around all around my perineum/scrotum. I would press on my scrotum because of the tingle/tickle feeling which would almost feel good. I didn't think much of this at the time because I thought it was the result of the medicine working, and the next morning I assumed everything would cure. In a few days, everything was gone (i got tested multiple times after), however two weeks later, I suddenly noticed red rashes all over my penis head (I am uncircumsized by the way)

Ever since then, from time to time, I wake up with the red rashes on my penis head, and sometimes I will get it at random times during the day. Then it will go away 20 minutes later. At times when Im stressed I get in addition to the rash, a "prickling, tingling" feeling inside my penis head.  It has been 3 years almost, and it is ruining my life.

I visited almost fifteen urologists, all perplexed at my symptoms and what I contracted. Most tell me I don't have an infection, and one told me I definetly have a "bug" in me but doesn't know what I contracted. 

It got to the point, I couldn't live like this anymore so I underwent a biopsy of my penis (right below the penis head) and the pathologist discovered that I had Zoon's Balanitis. Every time I visited a doctor , they didn't think my biopsy revealed anything because zoon's balanitis is is just a collection of plasma cells on your skin. My case was a little unusual because most zoon's patients have only rashes and no pain, however I have both. 

Every day, I am depressed and I need to find answers. I am to the point where I cannot live like this any longer. If anyone can help me out I would greatly appreciate it.
