I suggest buying some good quality personal lubricant, and then spend some time alone when you have guaranteed privacy to explore your vulva and what feels stimulation in what areas feels good for you. Did you try massaging / tickling your clitoris? This might be what helps you orgasm. It is a good idea the first time to get a small mirror to you can see your vulva and all the little flaps and bits, and you can pull the skin around and find your clitoris. If you want to buy a vibrator, I think you'll have to wait until you are 18 and then go to a sex shop or buy one online.
