I am 99.9% sure it is pre-cum. I don't feel anything when it oozes out and it comes out before I orgasm and I sometimes leak a tiny bit after I orgasm. Smetimes I dn't precum at all and a bit after I masturbate I leak a drop or two. It's clear and slippery.

If you get pre-cum during masturbating but don't ejaculate at the end it is not a problem all it means is that you don't ejaculate at orgasm.
