My periods normally is not regular, it comes always 5-8 days late. last month it takes 22 days late. this month my date was 26th august, but after 14 days later my urine test result comes negative. Then after 3 days slight bleeding comes and it contitiues for 4-5 days (this kind of symptom also happened in my life earlier also). After this incident i take another urine test i.e. after 52 days. it also shows negative. now i am confused that am i pregnant.

Two tests showed negative, so you are most likely not pregnant. You said it yourself that your periods are hectic, so hormones should be to blame this time as well.
Have you considered taking birth control pills to regulate your periods and protect from pregnancy? You may want to talk about that to your gynecologist!
