I am 15 years old and have recently noticed that on the underside of my penis the shaft seems to bulge an become bigger causing almost a step. This occurs where the testicles meet the underside of the penis shaft. It has been worrying me slightly is this normal or do i have a problem

You say there is a bulge on the underside of your penis, near the testicles or scrotum, that almost forms a step?
I know of no condition that would produce this. It may be individual variation.
If it isn't giving you any problems, pain or disfunction, I wouldn't worry.
But you could bring it up at your next doctor's visit. Don't worry, your doctor has seen it all. He could advise you on what, if anything, this is.
