In some cases, yes. 

While considered to be a permanent form of birth control there are a few cases every year in which the tubes either "clear" enough for a fertilized egg to pass or they "reattach" to allow the egg to pass to the uterus.

In most of these cases it produces an ectopic pregnancy (non-viable).
