It could happen, yes.
The common symptoms are a sudden and severe, as in you can't walk, pain and swelling. You'd also likely be nauseous and have abdominal pain.
One testicle may appear raised, more than usual. You could also have a fever.

Hi since a week or two ago, my right testicle has not been feeling normal. One day I was masturbating and when I ejaculated, I felt my right testicle rise up super high for the first time causing it to feel really weird. Then I was fine for the next couple days until recently, it became really uncomfortable. My sack is not as saggy as usual. I stopped any sexual activity for a week or so to try to lower my testicle, but did not help. No swelling or anything. It started hurting a lot after running a lot in practice today. I just kept pushing it down because it felt uncomfortable. I don't think I will be able to visit the doctor for a while. These are my symptoms. What would you say?

I don't think it is testicular torsion - you'd need an exam to be sure. That exam would likely include using ultrasound to measure the blood flow to your testicle.
You could have epididymitis or possibly a spermatocele. A variocele would be less likely from your description.

I just noticed that I feel no pain in my right testes but it was hanging a lot lower than my left one and is a bit uncomfortable. Like, when I was jacking off, my left nut was tight like usual but my right one just stayed the same as before and did not rise. fml
