What do you mean that she doesn’t have either? Maybe they are not noticeable because she is only three years old and they should be small and not large but if there is something wrong you should contact your pediatrician as soon as possible.
And usually intimate parts are starting to grow and become visible in puberty which is for some girls about 8 years old and for some around 12.
