I'm betting that you've already tried some moisturizers and skin lotions and all that stuff, right? If you're like me, that doesn't really work on yoiur penis; I personally have found it's better to use a cream that's just made for the penis, instead of a regular cream, and one of the most popular ones is Man1 Man Oil, so maybe give that a try.
