For about 2 weeks now, I've been noticing like a bump near the top of my testicle where the ball like shape is at at the top of the testicle. I can not feel this bump on my other side in the same spot. Is it possible that even though it's pretty much on the top of my testi, that it could be cancerous?

Every bump that shoes up on the testicle should be checked especially if it shows up on just one testicle.
It is impossible to say like this if this could be cancer or not, I can just tell you that it could be other things but cancer.
Does the bump arise from the testicle itself or from the scrotum? On top of your testicle you are more likely to develop spermatocele, a cyst that arises from epididymis on the testicle. Spermatocele is a cyst that is painless, benign, and filled with milky fluid and dead sperm cells. They are 2-3 cm in diameter but could be bigger.
These cysts usually don’t cause any troubles, they don’t impair men’s ability to father and require no treatment. Only if they become bothersome and start causing discomfort can they be removed.
You didn’t say how old you were, these cysts are more common in older men but have it checked anyway, at least for the piece of your mind.
