I've noticed these white spots near the bottom of my penis where the scrotum meets the penis.

I'm really not sure if this is sebaceous prominence or not, because I'm only 15 and my penis isn't that fully grown yet.

They aren't bumpy, they're just there and I can see them visibly.

Also on the head of my penis I have a small little bump [way way way smaller than a bump] on there. It's not ringed around like the head, it's just one small little bump. I'm worried if it's herpes or not because I've received oral sex once, but I don't think the person that gave it to me had herpes at all.

Like most people will tell you, if your worried then you should see a doctor, however the penis is a complicated organ and bumps are normally caused by either injury, normal, or a growth - in that order.
