Creepy or not, you need to see your doctor.
They'll probably start with some blood tests to determine your hormone levels. Sometimes they need a "jump start" to get things going.
Most males have started puberty by 16.
You DO need an exam.

No. There is no other solution. You need an exam first. If you need any hormone therapy it is prescription. Only a doctor can prescribe - and the dosage needs to be correct.
