Actually currently I am seeking an expert advice regarding vas defers vein (or I am not sure even it is a vein or not). Well, I have undergone a surgery back in 2009 for my LIH. Dr Khursheed from Liaquat National operated me. I got to know that the new technique (braid) was used to treat me. Since then everything was normal, and I didn't noticed anything there after except the area used for operation dead still now, I cant feel anything over there, and there's a different feel on that cut mark. Well, my concern is, I am worried that this braid might damaged my "vas defern" link, as I am suffering from low count & abnormal morphology for my sperms. Also, I always feel itching whenever I am discharged on that cut mark. One more thing I think is important to mentioned that, I have carried my LIH for about 10 years, because of some financial issues. But I got a chance in 2009 after my employment and then I get that treated. For the whole topic, I am concerned that, is there any chance because of my LIH or my operation caused disturbance to my sperms? I will be really grateful to you if you advice me on this. And if you think it is required to come and consult you as well as the information I provided is not sufficient for you, I am ready to visit you anytime.

I forgot to mention that, what makes me feel this is, whenever I discharge or have intercourse, I always feel itching inside my LIH operated area, where currently I am having stitiches marks. My feeling is o bad that I coouldnt touch that part. It seems the itching is going on under my skin....... deep in, and I cant to anything.

If you're looking for expert advice, then you have to see a urologist.
I can tell you from a layman's perspective that a left inguinal hernia (LIH) operation could potentially do some damage to the blood supply to the spermatic cord or testicle, which can then cause the testicle to atrophy. The numb sensation along the surgical cut and area may be from frayed or destroyed nerves or from tissue scarring; it could be as a result of surgery. However, one would assume you have a functioning right testicle. There shouldn't be a low sperm count abnormality. Maybe there is something else causing the low sperm count.
You need to see a urologist, preferrably someone who specialises in reproductive health and infertility.
