If they are white little pumps do a search on Fordyce spots to see if that's what they look like. Many guys get them they are harmless practice good hygiene and clean yourself daily they don't go away. Hopefully at 13 your not sexually active so its unlikely to be genital warts. So do a search for information on fordyce spots that might give you the answers you are looking for.
