HELP guys I am 13 and I think some major things wrong with me.
first I have a peice of skin connected from my actual penis to my penis skin going all the way down my penis
second my penis foreskin doesn't go down all way only like 1/3 and the colour of my Head is like a dark colour and hurts when I touch

You are NORMAL sir.
The piece of skin is likely your frenulum. Look it up.
It is NORMAL for you to not to be able to fully retract your foreskin until about 16 or so. You need to stretch it. Get an erection and pull down on the shaft skin so that the glans spreads the opening OR use your fingers to spread the opening. The more you do it the sooner you'll notice results.
It is NORMAL for your glans to be dark in color AND for it to be very sensitive (painful). It's been covered by your foreskin - the nerves aren't used to being touched. It is dark because it is a mucous membrane.
