line of bumps in between clit and urethra

after being itchy for a little bit down there i went to investigate... it is a bit inflamed which i assume is normal since I've been itching but i noticed these small bumps above my urethra and below my clit to the touch they are hard but they are flesh colored they almost look like skin tags or something but anyways they don't itch and don't hurt and it doesn't burn when i pee so my question is are these bumps normal to have and just showed up because it was irritated down there or is it something serious

i wasnt diagnosed with yeast infection because it was just itching on and off and it became inflamed down there 

also does anyone know how to help the inflamation go down?
