Depending on how old you are and if and when you started puberty it could just be they have not grown enough or become heavy enough that they stretch you scrotum to hang lower.
Again it depends on where you are in puberty but as your testicles grow they should start to hang lower.

i would think they have grown to the full size at my age? im wondering is there anything i could do to help my situation?
