Yes, totally normal. 13 is about the age puberty starts for boys and all the associated hormonal changes - increased testerone levels being just one example - will bring with them a stronger attraction towards girls, strong desires to see their naked bodies, strong urges to masturbate while thinking about them and, sooner or later, a strong interest in having sex with them. All completely normal and a healthy indicator that nature is taking its course as it should be. :-)
