don't know if I am being stupid or whether this is a real problem but my penis and testicles are itching uncontrollably. It is almost a burn. I dont know what to do, should i see a doctor or not?

Have you been sexually active recently, or have you perhaps had increased exposure to the elements or anything? If you have had sexual activity recently, then it is possible that it could be crabs, scabies, or some STD. If you haven't recently then it could be jock itch, which can be cured with over the counter medicine. If the itch persists after using jock itch cream, I would recommend seeing your doctor about it.
