The fluid from a hydrocele is a collection in a sack around a testicle.

When the hydrocele is removed, there is no sack for the fluid to collect in.

I got some information when my wife did an internet search on the topic.
When the sack is turned inside out and tacked to the wall of the scrotum, it forces the fluid to be absorbed by the wall of the scrotum. The scrotum apparantly now can handle the amount of fluid that may be produced. It is absorbed and processed as it is produced, instead of pooling or becoming a large balloon.
