I'm only 14 so I've never had sex but sometimes my clitoral hood feels irritated or "ichy" so at times I will scratch it. I noticed it's slightly bleeding and looks like it's missing some skin. I don't know what to do about this. Please help.

Try putting hydrocortisone cream on it.

An itchy clitoral hood is quite common and there are several possible explanations. However, I would first consider whether it might be sensitivity to chemicals, soaps and perfumes, perhaps a reaction to the material from your underwear, maybe tight clothing, possible stimulation, or it could be a build-up of smegma - a white substance that tends to appear on both male and female genitals.
A few suggestions:
1. First of all, make sure your clitoris is clean. You can use a Q-tip and warm water and gently clean the inner areas of your clitoral hood.
2. Make sure you have clean underwear every day, and try to ensure your underwear is rinsed thoroughly after washing.
3. It also might be because your clothing is too tight and the area is getting too sweaty. Skirts/dresses might help for a time.
4. Perhaps you could wear no underwear under skirts/dresses (when possible/feasible), otherwise wear 100% white cotton underwear
5. Over-stimulation or physical irritation from masturbation can also trigger an itchy clitoris. So be careful and clean.
6. Try not to scratch your clitoral area, particularly while this itching persists.
7. You could try a healing antiseptic cream like Sudocrem, which is suitable for nappy rash, eczema, surface wounds, sunburn, bed sores and many other skin conditions.
8. Avoid situations that will cause you to become hot, sweat profusely.
9. Avoid coloured toilet paper.
10. Wash with just plain, simple, unscented soap.
If the itching and soreness persists, consult your medical practitioner.
I hope this helps.
