I have not followed the link, but I wouldn't encourage you to attempt this yourself.
If something goes wrong, you'll not be in any position to seek help.
I would recommend that you not trust a posting on the internet, but seek out a general practice doctor.
Most of these simple procedures can be done on an outpatient basis in the doctor's office. There will be some post-op care you can do at home.

Would just like to back up Kevin on this one. He's exactly right.
I've known people to attempt to remove their frenulum (!), and also there's the risk of infection, so its best to get a doctor to do it.

I followed the link. It's a long description of how this guy supposedly snipped his own skin bridges. Note that he also describes how he got into trouble doing this, how painful it was, and that he was at one time affliated with Ohio University. However, his email DOES NOT WORK.
Therefore, you have no confirmation that this is accurate, that it's true, or that you aren't being pranked.
